Most social bookmarking websites have instituted the nofollow tag on their links, offering no search value. You need to look at social bookmarking more as a promotional tool than a step in rankings.

Is it logical to still categorize social bookmarks as Search Engine Optimization? Yes, because some do follow, and because you're funneling the kind of natural traffic that could link to your site. I feel any situation that offers possibilities to gain backlinks falls in the SEO category. You want to create as many channels to your pages as possible.
